Hello everyone,
I have a question for the group. I have noticed that port 23 is being
opened by my Voip Service. Doing some research on the use of port 23
(telnet) indicates that this is not a secure connection because of
unencrypted data. Is this something that can be shut down?
My research doesn't show that this is an issue for large Voip services
but some of the smaller ones do appear to be utilizing ports 23 and 80.
Any input on this would be appreciated.

Yes. telnetd.
Also, don't forget to remove service from /etc/inetd.conf
