Who defines the standard for auto-negotiation?
Is there any specific standard saying that NIC cards should work like
this?
Please help me in this.

IEEE, just like all aspects of Ethernet.

it was integrated into the main 802.3 spec in 1998, IIRC. It is specified
in Clause 28 of the 802.3 standard.
