If you were  Registered and logged in, you could reply and use other advanced thread options
what wins? static route or static route learned ospf E2 (both has same
metric)

my understanding is that static route that I put in by hand wins and
if that fails it goes to the E2 learned OSPF correct?

Yes. Static routes have admin distance of 1 and will win over OSPF
routes.

If you were  Registered and logged in, you could reply and use other advanced thread options

There is also a form of static route known as a floating static router
on which you configure the admin distance that the static route should
have.

By default static routes have an admin distance of 1 so they are
preferred over all other routes other than connected wihich have an
admin distance of 0 and ALWAYS win.

Floating static routes are useful in a number of scenarios including
backup
