If a person makes a telephone connection to a local number, can they
always transfer data at very high speeds? (i.e. no 64000 bit/sec limit)

No

I can't get 24K through my Panasonic Digital key system. I can't get
24K through the remote box down the road, yet I can call a long way
with local calling.

The fastest that you can get with a modem from one phone to another is 33.6
kbps. To an ISP you can get a max of 53 kbps download and an upload of 48
kbps for the new V.92 standard which not too many people know about yet.
These rates are for ideal line conditions (local loop to central office).
Here's info about it at my online book:

Another expensive option is to use ISDN which allows two 64 kbps channels or
you can bond them for 128 kbps.
