RSTP has the CONVERGENCE time around 1 second - it's time from topology
change (primary path goes down) to a stable state (previously blocked
redundant link goes into Forwarding mode). To speed up the time from the
port become active to the time it starts forwarding traffic, use "spanning
portfast" (or "spantree portfast" on IOS). There is no way to forward any
port until the router actually load and run all software (time from power
up).
Good luck,
Mike
