Try to access router's rommon and then try to load IOS located on the
flash, if this won't work then try to boot IOS from tftp. When IOS will
be loaded check 'show boot' if proper IOS image name is given to load
after router reboot. Check also whether valid config-register is set.
Of course all information about how to access rommon, load IOS from tftp
etc are given on cisco.com so just google it.
