Yes, 209 W. 7th is still in use by Cincinnati Bell.
They built another large building next to it in 1976.
This link http://cincinnatibell.com/aboutus/history/ will give you the history. It's at the corner of 7th and Elm.
I've never heard of "Cherry" Parkway. The only parkway around
is Central Parkway, which used to be the Miami & Erie Canal,
until they filled it in. It's about 4 blocks north of 7th and
a few blocks south of Liberty, so it's all in the same area, the
west side of downtown.
