I bought a modem(Best Data Data Fax) with two jacks for headset
,however when i receive a call i can hear but i cannot be heard ,can
you help me in that?

Is the headset jack an
a) RJ-14 (same as wall jack)
b) is it the smaller jack, similar in proportion, but used for
handsets instead, or is it
c) a three-pole 3.5mm or
d) 2.5mm phone jack, as a radio or other portable music device would
use?

In general, if you have another telephone device you could plug the
headset in to test it, try doing that to confirm it works. This is not
to suggest you should plug it into a wall power socket or other device
not intended, as That Would Be Bad and void your heart's and/or brain's
warranty.
