Let's see. You've got a monopoly phone carrier, and people start
showing up wanting service for phones locked to other carriers. Even if
the technology is compatible, this somehow does not sound promising.

I smell a cynical ploy to curry favor with the Cuban immigre population.
George knows the phones won't work, but then he can blame it on Castro.

Why not just build floating cell towers on platforms offshore of Cuba,
and provide domestic US service to anyone in sight of the ocean?

Every Cuban in FL could just put their island relations on their "family
plan" to share minutes...
