Both the govt and private sector do that all the time with all sorts
of thing .

We have a 911 fee. Oddly enough, both counties where had a phone
chose to impose the maximum amount, not something less. Basically,
they took advtg of it as a tax, rather than a basis to improve the
system, which they would do when they got around to it.
