But there's also "Google Groups" (and possibly other similar services),
which are WEB-based archives with CURRENT postings as well, of Usenet
and other similar newsgroups. Anyone can read these Usenet/Newsgroup
posts in a web-based format, but you do need to register to make a
posting.

The URL for "current topics" at comp.dcom.telecom is:
http://groups.google.com/group/comp.dcom.telecom/topics

Indeed, you can READ there but don't bother posting. Lots of us hose
Google Groups postings.
