If you were  Registered and logged in, you could reply and use other advanced thread options
We need to enforce password policy for the acounts of the admins
managing the cisco equipment. Basicly what we need is to have a certain
password expiry time.
I found this

which is a Password Policy Configuration Scenario for Cisco ACS.

Is there a cheaper or simpler way to do this without having to buy Cisco
Secure ACS? Maybe with Microsoft IAS as RADIUS server?

Cisco devices can absolutely be pointed to IAS for device management. The
configs are device dependant, but pretty much all modern devices support it.
