Both of my routers 2610 and 2610XM can not see a NM-1E-2W.
What's wrong?
Is that because of the IOS are too old?
If that's the case, where can I download newer ones?

You're trying to put a module for only the 36xx (and up) line into the
2600 line. Won't work. Sorry. The only "expansion" module that works
in the 2600 is the NM-2W. The only ethernet modules are the NM-1E and NM-4E.

The Combo expansion modules only work in the 3600's.

Can the 2610 and 2610XM take any FE NM?
And are there any minimum IOS required for that?

What are the latest IOS for 2610 and 2610XM?
12.3T ?

Yes. The 2600 series works with any of the 16-port EtherSwitch Network
Modules series such as the NM-ESW-16.

The 2610XM can run 12.4.9T if you max out the flash and RAM. The
non-XM 2600s aren't supported beyond 12.3. The 2691 is the only non-XM
2600 that supports the T train. 12.3.9(GD) is the best you can run on
the 2610.
